I used the Export/Import Tool on a DNN website Release 7.3.4 operating on MS Azure. All of the users were imported along with the basic roles. However they were not imported with the custom roles. I used the option to use Role Names.
Finally fixed the issue by issuing a SQL Insert command to the database.
